Research guide

Research landscape

Greece has an established research industry serving local clients and international studies, with full-service agencies, specialist qualitative and B2B firms, CATI studios, field networks and online panels. Athens, in the region of Attica (3.81 million people), is the main business centre, and Thessaloniki, in Central Macedonia (1.80 million), is the second location for city samples and focus groups.

Polling and market research companies are represented by SEDEA (ΣΕΔΕΑ, the Association of Polling and Market Research Companies). Opinion polls are regulated by Law 3603/2007: polling companies must be registered with the National Council for Radio and Television (ESR) and accept in writing codes of ethics, including those of ESOMAR, and registration is required to carry out polls for public bodies or political parties.

Languages and fieldwork

Greek is the fieldwork language for almost all studies: questionnaires should be translated by native speakers and tested before fieldwork. In the 2021 census, 7.3% of residents (765,598 people) held a foreign citizenship and 11.1% were born abroad: studies of migrant audiences may need other language versions or bilingual interviewers.

A national sample covers 13 regions, with quotas or weighting by region and by urban or rural area. Attica alone has 3.81 million of the 10.48 million residents. Island regions (Crete, the South and North Aegean and the Ionian Islands) are spread out: face-to-face fieldwork there needs more travel time and budget, and some studies cover islands by phone or online instead.

Which methods work

Connectivity is high: in 2025, 89.2% of people aged 16 to 74 used the internet, 97.8% of them daily or almost daily, and 88.7% of households had internet access. There are 114 mobile subscriptions per 100 people. Online surveys using access panels are widely used for consumer research, and mobile-friendly questionnaires are essential.

The population is ageing: 24.4% of people are aged 65 and over, and 11.5% were 75 and over in 2021. Telephone (CATI) and face-to-face interviews remain used for older or offline audiences, islands and rural areas, hard-to-reach groups and B2B decision makers. Focus groups are usually held in dedicated studios in Athens and Thessaloniki.

Timing

Orthodox Easter is the main holiday period of the spring: in 2027, Orthodox Good Friday is on 30 April and Easter Monday on 3 May, next to 1 May. Other public holidays in 2027 include 1 and 6 January, Clean Monday (15 March), 25 March, Whit Monday (21 June), 15 August, 28 October and Christmas. Avoid Easter week and the Christmas and New Year period.

Summer is the peak tourist season: in 2025, 41.6% of nights in tourist accommodation were spent in July and August, against 31.1% in the EU. Respondents working in tourism, and families and business targets around the 15 August holiday, are harder to reach, and island travel for fieldwork teams needs to be booked early. Allow more fieldwork time.

Data protection

Personal data is governed by the GDPR and Greek Law 4624/2019 (Government Gazette A’ 137/29.08.2019), which sets measures for implementing the GDPR. The supervisory authority is the Hellenic Data Protection Authority (HDPA).

The law allows special categories of data to be processed without consent for scientific research or statistical purposes, provided the controller applies suitable safeguards. For online services offered directly to children, a minor can consent from the age of 15; below that, consent comes from the legal representative. Ask your agency which lawful basis it uses, how respondents are informed, where the data is hosted and how recordings or video will be shared with you.

Working with a local agency

  • Share a clear brief: objectives, target, sample size, regions and islands, method, languages and deadline.
  • Ask whether the agency is a SEDEA member and follows the ICC/ESOMAR International Code; for opinion polls, check that it is registered with the ESR.
  • Ask which panels or fieldwork suppliers will be used, and how quotas by region, urban/rural area, age and gender are set and weighted.
  • Check fieldwork dates against Orthodox Easter, the summer tourist season and 15 August, and allow travel time for island fieldwork.
  • Agree in writing who is controller and who is processor of the personal data, and the retention period.
  • Compare several proposals: you can send one request to up to 5 companies from this page.

Frequently asked questions

Is an online survey representative of the Greek population?

For most consumer targets, it can be with quotas and weighting: in 2025, 89.2% of people aged 16 to 74 used the internet. With 24.4% of the population aged 65 or over, telephone or face-to-face interviews may be needed to cover older people well.

Which data protection rules apply to a survey in Greece?

The GDPR and Law 4624/2019, supervised by the Hellenic Data Protection Authority (HDPA). The law allows processing for scientific research or statistical purposes with suitable safeguards.

When should fieldwork be avoided in Greece?

Avoid Orthodox Easter (in 2027, from Good Friday 30 April to Easter Monday 3 May), the Christmas and New Year period and the days around 15 August. July and August are the peak tourist months (41.6% of nights in tourist accommodation in 2025), so allow more time for summer fieldwork.

Which regions should a national sample cover?

All 13 regions, in proportion to their population. Attica has 3.81 million of the 10.48 million residents (2021 census) and Central Macedonia 1.80 million, while the island regions are smaller: Crete 624,408, South Aegean 327,820, Ionian Islands 204,532 and North Aegean 194,943.

How can islands be covered in a survey?

Face-to-face fieldwork on the islands needs more travel time and budget, especially in July and August. With 89.2% of people aged 16 to 74 online, island residents can often be covered online or by phone, and keep in-person work for the larger islands or specific targets.

Can a foreign company run a survey in Greece?

Yes. Foreign companies usually commission a Greek agency or panel provider, which handles sampling, translation checks, fieldwork and recruitment. Personal data must be processed under the GDPR and Law 4624/2019; published opinion polls are subject to Law 3603/2007 and the ESR register.
