Research landscape

Taiwan is a high-income, technology-oriented market where consumer, B2B, healthcare, technology and public opinion research are all well developed. Taipei is the main business centre, and national studies usually also cover New Taipei, Taichung, Kaohsiung and the other cities and counties. Full-service agencies work alongside specialist qualitative, fieldwork, CATI and online panel suppliers.

The global self-regulatory reference is the ICC/ESOMAR International Code on Market, Opinion and Social Research and Data Analytics (2016 edition), adopted or endorsed by over 60 associations: ask your agency which professional code it applies and how it checks that subcontractors follow it.

Languages and fieldwork

Mandarin is the main language used by 66.3% of people and Taiwanese (Hokkien) by 31.7%, with Hakka at 1.5% (2020 census). Many people use more than one language: 54.3% use Taiwanese as a secondary language. Questionnaires are written in traditional Chinese characters; for telephone and face-to-face interviews, especially with older respondents, plan interviewers who can switch to Taiwanese, and to Hakka in Hakka areas.

The population is ageing quickly: 20.70% of people are aged 65 and over, and 24.86% in Taipei (September 2026), while births fell to 107,812 in 2025. Indigenous peoples number 641,332 (2.76% of the population). Households are small, with 2.34 people on average. A national sample usually sets quotas by region (north, central, south, east), city or county, age and gender, using the Ministry of the Interior household registration figures.

Which methods work

Connectivity is high: 88.75% of people aged 18 and over used the internet in 2025, mobile broadband penetration was 87.12% and 40.76% used 5G. LINE is the most-used messaging app for 80.10% of all people. Online surveys using access panels are the standard method for most consumer targets, and questionnaires must work well on a phone.

Online samples miss part of the oldest groups: internet use is 85% among people aged 60 to 69, but 53.80% among those aged 70 and over (2025). Telephone surveys (CATI) and face-to-face interviews remain used for older people, social and public opinion studies and hard-to-reach targets. Focus groups and in-depth interviews are usually held in viewing facilities in Taipei, Taichung and Kaohsiung, mostly in Mandarin.

Timing

Lunar New Year is the main period to avoid: in 2027 it is a 7-day holiday from 4 to 10 February, and many people travel before and after. Other long weekends in the 2027 government calendar include Peace Memorial Day (27 February to 1 March), Children’s Day and Tomb Sweeping Day (3 to 6 April), Labour Day (30 April to 2 May), National Day (9 to 11 October), Taiwan Retrocession Day (23 to 25 October) and Constitution Day (24 to 26 December). The Dragon Boat Festival falls on 9 June and the Mid-Autumn Festival on 15 September 2027.

From July to September, typhoons are most likely to approach Taiwan: the Central Weather Administration considers three to five typhoons affecting Taiwan’s weather in the second half of the year as normal. When a typhoon approaches, local governments decide whether offices and schools close, city by city, and the Directorate-General of Personnel Administration publishes the closures: face-to-face fieldwork and in-person groups stop on those days, so keep spare days in the schedule.

Data protection

Personal data is governed by the Personal Data Protection Act (PDPA). Before collecting data, a non-government agency must tell respondents who it is, the purpose, the categories of data, how and how long the data will be used, their rights, and what happens if they refuse (Article 8). Collection must have a specific purpose and a legal basis such as the data subject’s consent (Article 19); medical, genetic and other sensitive data follow stricter rules (Article 6). Fines for unlawful collection range from NT$50,000 to NT$500,000.

The supervisory system is changing. A Personal Data Protection Commission (PDPC) Preparatory Office was set up on 5 December 2023, and amendments passed on 17 October 2025 and promulgated on 11 November 2025 make the PDPC the competent authority. They add a duty to report certain data breaches to the PDPC, PDPC inspections and security rules; their effective date is set by the Executive Yuan, and had not been set in early 2026. For up to six years after the PDPC is established, some sectors stay under their current authorities. Ask your agency how it informs respondents, where data is hosted and whether data leaves Taiwan.

Working with a local agency

  • Share a clear brief: objectives, target, sample size, regions, method, languages (Mandarin, Taiwanese, Hakka) and deadline.
  • Agree on quotas by region, city or county, age and gender, and on how older and offline people are reached.
  • Ask who translates the questionnaire into traditional Chinese and how the translation is checked.
  • Ask about quality control: panel recruitment and data cleaning, back-checks, supervision of CATI calls.
  • Check PDPA compliance: how respondents are informed, consent, data security, retention and any transfer outside Taiwan.
  • Agree in advance what happens to fieldwork and groups if offices close for a typhoon.
  • Compare several proposals: you can send one request to up to 5 companies from this page.

Frequently asked questions

In which language should a questionnaire be written for Taiwan?

In traditional Chinese, usually interviewed in Mandarin, the main language of 66.3% of people (2020 census). Taiwanese is the main language of 31.7% and a secondary language for 54.3%, so telephone and face-to-face interviewers should be able to switch to it, especially with older respondents.

Is an online survey representative of the Taiwanese population?

For most adult targets, yes, with quotas and weighting: 88.75% of people aged 18 and over used the internet in 2025. Coverage falls with age (53.80% among people aged 70 and over), so telephone or face-to-face interviews are needed for the oldest groups.

Which data protection rules apply to a survey in Taiwan?

The Personal Data Protection Act: respondents must be told who collects their data, why and how it will be used, and collection needs a legal basis such as consent. Amendments promulgated on 11 November 2025 make the Personal Data Protection Commission the competent authority and add breach reporting; their effective date is set by the Executive Yuan.

When should fieldwork be avoided in Taiwan?

Avoid the Lunar New Year holiday (4 to 10 February 2027) and plan around long weekends such as 3 to 6 April, the Dragon Boat Festival (9 June 2027), the Mid-Autumn Festival (15 September 2027) and 9 to 11 October 2027.

What happens to fieldwork during a typhoon?

Typhoons are most likely to approach Taiwan from July to September. Local governments decide whether offices and schools close, and on those days face-to-face fieldwork and in-person groups should stop. Keep spare days in summer fieldwork schedules.

How old is the Taiwanese population?

Taiwan is ageing fast: 20.70% of people are aged 65 and over (September 2026), 24.86% in Taipei, and births fell to a record low of 107,812 in 2025. Age quotas and methods should be planned so that older people are properly represented.
