Research guide

Research landscape

Mauritius is a small market: research agencies are mostly based in Port Louis, the capital (140,403 inhabitants at the 2022 census), and in the business districts of the central plateau such as Ebène, close to the towns of Quatre Bornes and Curepipe. Local independent agencies work alongside offices of international research networks.

Languages and fieldwork

Creole is by far the main home language: at the 2022 census, it was usually spoken at home by 1,045,558 people out of 1.23 million, followed by Bhojpuri (106,583), French (30,039) and English (10,616). English and French are the usual languages for written questionnaires and B2B interviews; for the general public, interviews are commonly conducted in Creole, and some studies offer a Creole version of the questionnaire.

The Republic includes the island of Mauritius and the island of Rodrigues (44,797 inhabitants at the end of 2025), which is often excluded from national samples or covered separately because of travel costs. The population is ageing (14.8% aged 65 and over in 2025): check that quotas by age, gender, district and urban or rural area reflect it, as well as the country’s religious and cultural diversity.

Which methods work

Connectivity is high: there are 173.6 mobile subscriptions and 180.5 internet subscriptions per 100 inhabitants (2025), 83.2% of people aged 12 and over use the internet and 85.8% of households have internet access (2024). Online surveys and telephone interviews (CATI) work well for most consumer and B2B targets, and short distances make face-to-face fieldwork affordable.

Online samples are smaller than in large markets, so quotas for niche targets can be hard to fill: ask the agency about panel size and incidence. Face-to-face interviews (CAPI) are still used for older and offline respondents. Focus groups are usually held in Port Louis or the central towns.

Timing

Mauritius has a multicultural holiday calendar: in 2026, public holidays included Thaipoosam Cavadee (1 February), Maha Shivaratree (15 February), the Chinese Spring Festival (17 February), National Day (12 March), Ougadi, Eid al-Fitr, Ganesh Chaturthi, the Arrival of Indentured Labourers (2 November), Divali (8 November) and Christmas. Most religious holidays move every year: check the official 2027 list, published by the government, when planning fieldwork.

Ramadan is expected to start around 8 February 2027, with Eid al-Fitr around 9 March 2027 (dates depend on the moon). The Christmas and New Year period, with New Year celebrated on two public holidays (1 and 2 January), is a slow time for fieldwork.

Data protection

Personal data is governed by the Data Protection Act 2017, in force since 15 January 2018 and aligned with the GDPR, and supervised by the Data Protection Office, headed by the Data Protection Commissioner. Every controller and processor must register with the Commissioner; registration is valid for three years, and failure to register can lead to a fine of up to 200,000 rupees.

Racial or ethnic origin, religious beliefs, political opinions and health are special categories of data with stricter rules. Transfers abroad require appropriate safeguards or the respondent’s explicit consent, and personal data breaches must be notified to the Commissioner within 72 hours. Ask your agency whether it is registered with the Data Protection Office and how data will be transferred to you.

Working with a local agency

  • Share a clear brief: objectives, target, sample size, whether Rodrigues is included, method, languages and deadline.
  • Ask which languages interviews and questionnaires will use: English, French and Creole.
  • Ask about panel size and the expected incidence of your target, since the population is small.
  • Check that the agency is registered with the Data Protection Office and agree how data will be transferred abroad.
  • Ask how fieldwork is planned around the religious and cultural holidays of the period.
  • Compare several proposals: you can send one request to up to 5 companies from this page.

Frequently asked questions

In which languages should a questionnaire be written for Mauritius?

English and French are the usual written languages, especially for B2B. For the general public, interviews are commonly conducted in Creole, which was usually spoken at home by 1,045,558 people out of 1.23 million at the 2022 census; Bhojpuri comes second (106,583).

Is an online survey representative of the Mauritian population?

For most targets, yes, with quotas: 83.2% of people aged 12 and over use the internet and 85.8% of households have access (2024). Older and offline people are less well covered (14.8% of the population is aged 65 and over), so telephone or face-to-face interviews may be needed for them.

Does a survey agency need to register with the Data Protection Office?

Yes. Under the Data Protection Act 2017, every controller and processor must register with the Data Protection Commissioner. Registration is valid for three years, and transfers of personal data abroad require appropriate safeguards or explicit consent.

When should fieldwork be avoided in Mauritius?

Plan around the many religious and national holidays, such as Thaipoosam Cavadee, Maha Shivaratree and the Chinese Spring Festival early in the year, Eid al-Fitr, Divali and Christmas. Most dates move every year, so check the official 2027 list; Ramadan is expected to start around 8 February 2027.

Should a national sample include Rodrigues?

It depends on the study. Rodrigues has 44,797 inhabitants out of 1.24 million in the Republic (end of 2025). Many studies cover the island of Mauritius only, or treat Rodrigues as a separate sample: say which you need in your brief.

Can a foreign company run a survey in Mauritius?

Yes. Foreign companies usually work with a local agency that handles fieldwork, translation and recruitment. Personal data must be processed under the Data Protection Act 2017, and transfers abroad require appropriate safeguards or the respondent’s explicit consent.
